Four Pillars Project: Request for Proposal – Bids close on August 23 at 11:59 pm


The Gottfriedson Indian Residential School Day Scholars Settlement Agreement was reached on January 21, 2023, between 325 First Nations from across Canada and the Government of Canada. The agreement settles a class action lawsuit that sought damages for the loss of language and culture brought on by Canada’s Indian residential school system. 

The Gottfriedson Settlement is intended to compensate the band class members, and funds will be disbursed to each member of the band class. The settlement with the band compensates communities for the collective harms to language and culture that occurred during the era of residential schools in Canada. There were four pillars that represent essential components of the settlement aiming to address the historical injustices faced by Indigenous communities affected by the residential school system. 

Temagami First Nation is requesting proposals from qualified consultants to prepare a ten-year community plan. 

Four Pillars: 
• Revival and protection of Indigenous languages. 
• Revival and protection of Indigenous culture. 
• Protection and promotion of heritage. 
• Wellness for Indigenous communities and their members. 

Temagami First Nation (TFN) seeks a qualified consultant to develop a comprehensive ten-year plan that aligns with TFN’s objectives and promotes four pillars. The successful consultant will work closely with TFN staff, residential school survivors, community, elders, youth, and the Four Pillars Society to create a strategic roadmap for the future. Please see the full RFP: Four Pillars Project: Request for Proposal

TFN Policing Needs Assessment Study – Community Survey

Introduction

Temagami First Nation currently provides policing services under a model established by the Ontario First Nations Policing Agreement (OFNPA) with the Ontario Provincial Police (OPP) providing administrative support. Policing is delivered by First Nation Constables on Bear Island under the Bear Island Police Service (BIPS), however the OPP administers the program by providing financial administration, training, asset management, and other services. Temagami First Nation is interested in exploring options for the structure and subsequent operations of policing. Preliminary discussions have provided that the Nation may be interested in exploring any one of the three potential options available, including:

  • A stand-alone and self-administered police service;
  • A regional or joint police service with one or more other First Nations; or
  • Contracting police services to an existing service provider such as the OPP, with additional officers dedicated to providing service to the Nation

There is a need to fully understand the service options within the First Nations and Inuit Policing Program and how each may differ in relation to governance, service delivery, cost, and cultural appropriateness. As a part of this project, Temagami First Nation have engaged MNP LLP, a consulting firm with a national Community Safety and Wellbeing Consulting Practice, to conduct a study of policing delivery models. This survey is a part of the consultation portion of the project. There is also an opportunity to volunteer for focus groups at the end of the survey.

The Policing Needs Assessment Survey is expected to take approximately 10 minutes to complete. Please note, the survey will close on Wednesday, July 31.

All individual responses will be kept confidential and anonymous.
